UpCloud

UpCloud is a Finnish cloud known for MaxIOPS storage on its main server line and a relatively small, well-connected region set (Nordics, Europe, US, Asia). Starter plans target cheap always-on boxes: 1 GB / 1 vCPU / 10 GB from $3.50/month, billed hourly with a 28-day monthly cap. Those Starter disks are standard SSD, not MaxIOPS — do not mix the two when you compare IOPS.

Higher tiers advertise fast storage and a fair / zero-cost egress policy (fair use). Deployment is typically under a minute. The company is smaller than DigitalOcean or Vultr, which some buyers like (fewer noisy neighbors in marketing terms) and some dislike (smaller marketplace).

Use UpCloud Starter for low-traffic EU services when $3.50 matters. Use MaxIOPS plans when disk latency is the bottleneck. Use Hetzner CX if you need 4 GB at a similar price and can live with EU Cloud regions only.

I've only been using UpCloud for about a month, but my impression is already excellent — probably the best provider I've tried. The thing that really won me over is the hourly billing. Spin up a server, use it for a couple of days, delete it — you only pay for the time it was actually running. No "pay a month upfront," no money down the drain when you don't need the machine anymore. For someone who's constantly testing and rebuilding things, that's priceless.
