Contabo is also German; Cloud VPS 4 is RAM-heavy (8 GB from €5.50 on 24 months) with a 200 Mbps cap. Scaleway is Paris/Amsterdam/Warsaw rather than DE, but sits in the same EU latency band — compare if you need French data residency.
